The backfill is a procedure walking the primary key in 10,000 row batches and committing between them, so the longest statement is about a tenth of the 750 ms budget instead of five seconds, and no transaction holds row locks it has finished with. NOT NULL arrives through a CHECK added NOT VALID and then validated under SHARE UPDATE EXCLUSIVE, which makes SET NOT NULL a catalogue change rather than a table scan under ACCESS EXCLUSIVE. lock_timeout and statement_timeout are set before the first statement that takes a lock.
