What is broken, and what fixed means

A report builder depends on two plugins that both depend on a shared core library. The pins in requirements.txt are unsatisfiable: one plugin requires the 2.x core, the other requires the 1.x core, and the core itself is pinned to 1.x. The application uses functions that only exist in the 2.x core, so downgrading is not a resolution. Every package is available offline from a vendored wheelhouse, with several versions of each.
