What are consumers complaining about, which companies resolve complaints with money, and which issues will cost relief?

The Consumer Financial Protection Bureau received 11,430,555 complaints in two years, and 89.3% were about credit reports. In the narratives, 31.2% are form letters; counted once, the topics a reader expects all emerge. Whether a complaint ends in a refund is predicted almost as well from the form as from the consumer's own words, so the relief model that reads the narrative is not approved. The Bureau states its database is “not a statistical sample of consumers' experiences in the marketplace”, and every figure here carries that.

The conduct risk view: issues ranked by the relief they are likely to cost

On complaints from the test months, problem with a purchase shown on your statement (credit card) is expected to end in relief 126.0 times, and did 118 times. The ranking comes from the model on the form's metadata alone, because the narrative added only 0.014 of AUROC. In a bank this ranking is for routing and root cause, never for deciding whether a consumer gets relief.

The thirty companies with the most complaints

The three consumer reporting agencies received 86.6% of all complaints and closed almost none with monetary relief, because a credit report is corrected rather than refunded. Among the rest, BANK OF AMERICA, NATIONAL ASSOCIATION closed the largest share with money, 23.4%. Real companies, real public data, exactly as the Bureau publishes it; a count of complaints is not a measure of how a company treats its customers.

Method and limitations

  • The Bureau's database is not a statistical sample of consumers' experiences in the marketplace. People who complain, and who write a narrative, are not typical customers.
  • Narratives are sampled at about two thousand a month by a hash of the complaint id; the most recent month is thin because the Bureau publishes a narrative only after the company responds and the consumer consents.
  • The relief model reads real consumers' words. It is not approved: it added too little over the form to justify that, and a transformer, which would read the narratives better, needs model weights this build could not reach.
